High Point Village is a residential development from the Ballymore Group designed by Rolfe Judd comprising of a selection of studio, one, two, three and four-bedroom apartments. Located in Hayes Town commuters benefit from the local Hayes & Harlington Station being just a stone’s throw from the development. The local amenities include a Royal Mail Post office, Barclays bank an Argos and a Tesco.

Do proper research before investing in a property built and managed by Ballymore

Avoid to buy from Ballymore:

Service charges are sky-high and uncontrollable, nearly doubled in less than 10 years (currently stands at £2,4million per year for the estate and rising !!!), account audits are regularly 3 years late, no transparency and no consistency in their accounting

Many defect building materials
Poor aftercare
Poor value for money
Regular hot water outages – expensive maintenance costs
Poor security – yet high CCTV costs
Broken water pipes and shoddy toilet cisterns causing damage to wooden floors and carpets (I got flooded twice in 3 years)
Rainwater leaking through large living room window – it took Ballymore 5 years to fix it
Flats are saunas in the summer, no A/C, night time (!!!) temperatures inside flats can go above 28-30*C
Summer heat shattered glass balcony panels, which fell onto the street
Large floor to ceiling window shattered and fell onto the street from 6th floor a couple of years ago
Failed EWS1 cladding/fire certificate – flats are currently un-sellable and cannot be remortgaged
No option for leaseholders to switch to a cheaper heating provider
Walls are paper thin, I can hear my neighbours’ daily life

And the list could go on for many-many pages…..

Do yourself a favour and do a proper research on-line and on social media before investing in a property built and managed by Ballymore. If I could give them a zero or negative rating, I would.

Also, beware of very vague, positive reviews with no or little specifics, they are possibly sponsored ones

I can support all my claims with evidence (e-mails, photos, documentation, itemised service charge lists, etc)

The development is right next to the train station, but the area itself is sadly quite dodgy, too many drug dealers and too much anti-social behaviour, especially in the summer. The street side is rather noisy, traffic is too much, which will only get worse as the area is getting more and more built up.

Please share one thing (or more) which you wish you had known before you moved in:

I wish someone properly explained the pitfalls of leasehold terms to me, that I will be exposed to uncontrollable service charge increases. As the management company are working towards a profit and dividends, it’s a constant struggle and uphill battle, which takes up too much of my free time. It’s like a second job with not much result.

What is the best feature of your home:

It is a roof over my head. Such a shame service charges are a mess.

The location and superficial appearance is great, and what I based my decision to buy on.

However, Ballymore – who both designed and continue to manage the estate – exhibit unswerving incompetence. Service charges are not only astronomical, but accounts are years late and inaccurate.

Despite astronomical service charge demands rising by many times the rate of inflation the quality of services on site remains abysmal. The gardens are neglected with wooden sleeper raised beds rotten within 5 years of construction.

The vaunted ‘district heat network’, promised to offer “low cost energy” ties you to a single operator with a monopoly and when maintenance and servicing costs are factored in this costs far more for heat than conventional boiler systems. The district heat network leaks excess heat into communal areas and the structure of the building leading to dangerous overheating throughout the summer where temperatures consistently exceed 25 degrees and frequently 30 degrees for sustained periods. Extensive use of glass and steel with inadequate consideration of ventilation have exacerbated the dangerous levels of heat during summer months.

A ‘combined heat and power plant’ was supposed to use excess heat from boilers to generate electricity to be sold back to the grid. Despite claiming tens of thousands a year to service this management have still not produced any benefit or put in place an export license after nine years!

Overheats, and Ballymore management is appalling.

Service charges increase astronomically with no accountability or restraint. Buying a lease is like writing a blank cheque to Ballymore, to which they have no hesitation in adding more zeroes.

How has the building management responded to any problems or issues you have raised:

They do not care. They obstruct, excuse, deflect and dissemble. They refuse to respond in writing or hold open meetings with leaseholders.
A chronic and dangerous overheating problem was eventually partially addressed with a commitment from the developer to fund ventilation in corridors but then their wholly owned subsidiary management company tried to recover these costs through service charge demands issued three years late!

Service charge accounts have never been produced on time, usually several years late, and with no attempt to offer transparency. Inaccuracies of hundreds of thousands of pounds have been uncovered, including overcharges, mis-apportionment of costs across the estate and charging for services already covered by council tax.

Ballymore Asset Management Ltd represents a fundamental conflict of interests, acting in the interests of the developers as their parent company, and at best tolerating residents and leaseholders with contempt.

Minutes to train station & supermarket

24 hour concierge is really helpful, there is also a new app for updates and parcel collection which the system runs smoothly. There are regularly gardeners so the green areas are always maintained. Gym and spa facilities are always enough space, never too busy.

Well equipped gym & spa and very close proximity to train station. Supermarket right downstairs too.

5 minute walk to the high street

Garage to safely lock your car, gym facilities that are the nicest I’ve seen in Hayes town with a 19 metre swimming pool, jacuzzi, sauna and steam room.

Concierge 24/7 who give key release to visitors and collect parcels for you.

B life app with live notifications for any of your needs. All large supermarkets within 10 min walk from the property.

Train station just outside the development with an atm and Tesco just downstairs. Hotel is great for guests who need to visit.

That the corridors will always be kept so plain and no decorations to them were ever going to be added

View over the peaceful canal and google best with control over all heating are great and makes you feel in a modern home

Best place to live in Hayes

The resort has been built with impeccable architectural plan. All the minute details have been taken care of while this has been built. Proper maintained recreational zones consisting of gym and swimming pool. Attract all the onlookers

I really like the location of high point village. Being next to the station it makes easy to commute and having inhouse gym and swimming facility is like icing on the cake

No my viewing was quite torough and i was allowed to check every details of the property

If there is one thing you would change about your flat or property what would it be:

I wish i could get a bigger balcony for my daughter to play as it is not possible always to take her out

High Point Village.

Design of flats is good, very modern. Internal Garden provide a nice and peaceful feeling when chill in the balcony. Building management is very poor. Service Charge is high and services are very poor from cleaners and gym staff. There are many areas to be improved but Ballymore doesn’t listen to leaseholders

Very well located with excellent transport links to Central London and Heathrow. Grand Union Canal is next door which is great for a nice walk/jog. Loaded burger is located in High Point Village with great food at moderate prices. Asda, Lidl, Iceland, Tesco and Sainsbury’s all a throw stone from High Point Village.

If I had known how dreadful Ballymore was I would have never bought a flat from there.

If there is one thing you would change about your flat or property what would it be:

The developer. Ballymore is a very disappointing company which misled customers in Vantage Building in High Point Village. Ballymore is refusing to complete the terrace with its own money.

Modern and Good facilities

Nice and kept clean! staff are nice, good gym and pool. Personal training available along with group classes. Equipment is also very good and is never too busy. Nice garden areas for people to relax with benches. Concierge is friendly and able to collect parcels.

Right next to Hayes and harlington Station, nice food shops around and tescos is right below

Can’t rally think of anything. Maybe the fact that there is no smoking even outside you must leave the complex.

The facilities, is close to my university and also easy to get to the city centre

Exercise caution should you be considering living here

Design: poor noise insulation, very poor.
Each day I have to listen to the thumping of a neighbour about the ve pounding a treadmill, including weekends. Each evening it’s the sound of furniture being pushed/dragged across the floor then a child running around for hours.
Meanwhile my flat remains free of fresh air as my balcony doors stay closed to prevent the smoke of marijuana filling the place

I moved into HPV during mid 2017 mainly for the location : Hayes doesn’t have a lot to offer but the train station makes it convenient to get into & out of London.
I had a mostly enjoyable time living in the development, minor issues such as loss of hot water were resolved within a day, up until the end of 2019 when ‘noisy neighbours’ moved in above me and next door.
I had not experienced any issues prior to this time: the occasional background noise from neighbours, the odd night of loud inconsiderate ‘air b&b’ tourists out on the balcony but these were infrequent, unlike the noise from above – thuds of early morning exercising, or running around from early evening to very late at night. The arrival of these neighbours has ruined my tenure at HPV. It has revealed that the sound insulation is inadequate – I’m told that the noisy neighbours do not live directly above me but one flat over! Constant reports to the concierge service have not met with success and the nuisance continues unabated. Promises to bring this to the attention of the homeowner / estate agent have either not happened or been ignored. Now when I call I feel like I am seen as the problem.
I cannot even escape the noise nuisance by using my balcony due to the almost constant smell of cannibis: I have made the concierge aware of one of the drug users, yes there is more than one, but like the noise nuisance this continues unchecked.
Today I continue to seek alternative accommodation and I caution anyone thinking of taking up residence or purchasing a property in HPV to consider their options or if they are determined to locate here to take a top floor property and exercise thought and carpet the flat.

That the insulation against noise transference is poor

Poorly: after initial reports of noise nuisance it appears to me that I am treated as the nuisance.

I bought off plan and was one of the first residents to move into High Point Village. I decided to move here for the location and promised facilities – the pool, gym and sauna. Unfortunately there have been numerous issues since I moved in in 2011.

Customer service and communication:

There was about a 1 year delay from the time I was told my flat would be ready to when it was and there was very little communication from the developer, Ballymore. I read that they were experiencing financial difficulties in the press so I contacted them because I was worried, they never contacted me and when I spoke with my neighbours they had the same experience. At that point as I had paid my deposit I didn’t have a choice but to carry on. For this reason Ballymore sold flat to Notting Hill Housing Association which means they are not contributing through service charge to pay for Concierge and Gym, hence higher service charge for private residents. Apparently those people will contribute to the gym only if they decided to do so from July 2019, however I haven’t seen that reflected in my service charge. When I moved in the girl who gave me my keys had only been working there a week and couldn’t answer any of my questions or tell me how things work inside the flat. It was a very stressful process and the developer was not helpful.

Facilities:

In the brochure we were promised we would have a garden, roof terrace, private residents only gym and there were lovely illustrations of restaurants supermarkets, florist and a 4 star hotel. It is now 2019 and there is a Tesco and a café downstairs which is not very nice, but the first restaurant, a Loaded Burgers, is apparently opening in a few months. I understand that the brochure was for illustration but where they proposed a restaurant is now an estate agent, they did not delivered what was promised. I feel this is a total Fiasco.

The gym was meant to be a private resident gym, instead for the first 5 years it was run by Nuffield Health who opened it to the public. This meant there were lots more people using the gym and coming onto the site, people who didn’t care about the facilities, hence treated them badly.  When Nuffield left Ballymore took over and made it a private resident gym – however we (leaseholders) have been charged for the gym to be done up, buying new equipment and fixing equipment that was broken by people who were not residents and lack of maintenance of the facilities from Nuffield Heath. It has a been a nightmare as a constant fight. Due to the mismanagement from the early days of the gym, the Steam Room, Spa Pool, Air Conditioning, Lockers, showers, Swimming Pool have constant disruption of operation, Ballymore contractors are very slow in repairing them, which means that there is always something out of order in the gym. The most notorious thing is the Steam Room which is constantly out of order for months or working poorly.

We still don’t have the promised roof terrace. Landloard (Ballymore) view is that if (leaseholders) would like to have a roof terrace, we( leaseholders) will have to pay through service charge to buy plants,  furniture and lighting, in other words we have to pay for what they should have delivered since 2011, Totally wrong!!!. The leasehold residents are complaining as this was a promised original facility and we should only pay for maintenance and not the installation. The gardens are falling apart and are not well maintained by the management since early days despite me highlighting this problem since I started noticing the deterioration of it.

Other buildings on the site

As part of the original plans there was meant to be a hotel and another building for service apartments which the latter was never mentioned to me. The separate building for serviced apartments  did not have street access. For 5 years we had large groups of noisy arrivals early in the morning and late at night as they had to use our main entrance. They would make so much noise dragging their suitcase through the communal areas. The 4 star hotel never opened so the serviced flats took over the second building, this now means they have access from the street so the noise has improved. The people in the serviced flats used to have access to the gym but this was stopped promptly.

Quality of the flats

I had hundreds of issues when I first moved in. One issue that lots of neighbours were all experiencing was a clear water leak from the toilet, this happened twice in my first year but we had to get plumbers in and sort this out ourselves. The flat looks good and I am pleased with it the big issue is whilst warm in winter they get boiling hot in summer. The corridors are like a sauna and the developer changed the windows in the corridor and keep the fire doors open in the summer which improved things.

Service charge

The service charge goes up each year without proper/valid reason. The service received does not correspond with the amount of money we pay for service charge. Cleaners do not get supervised therefore I have to complaint constantly about their poor performance.  Some neighbours do arrange some social events for residents but I haven’t been able to attend as they have been when I was at work.  Since I moved in in September 2011 has not been many leaseholders meeting with Senior Ballymore Management Staff, I can’t recall more than 3 to be honest. This give you a hint of how much Ballymore cares about its customers.

Ballymore has not shown so far the skills and knowledge needed to manage this kind of estate. I wouldn’t recommend anyone to buy a property from Ballymore, if you do you would regret the rest of your entire life as I do.

The location is great because it is next to the station, it takes 18 minutes to get into Paddington and we are also close to Heathrow airport. I commute into central London and it is very easy.

I wish that I had known that Ballymore was not a trustworthy company and a lot of the proposed restaurants would not be completed or that they would not be here at all.

Nice place to live at

Good place to live at. Security and everything else is quite good. Good management, I feel safe living here. I like the living room . This is my favourite room – good view. The rooms here are not so big though not many space inside. I wish our bedroom was bigger.

Environment is good, I like it. Grassland and a lot of birds , good wildlife because it is near the canal
